Course Overview

Public Governance is an organisation and disciplinary field of study focusing on power relations between government authorities, civil society, and the market in a context of conversions in the ability of political communities to govern themselves and act legitimately. Public policy generally entails a set of actions – plans, laws, and behaviours – adopted by a government. Concern with the new governance focuses on the extent to which these actions are often performed now by state representatives rather than directly by the state. The rise of the new governance analyses how the state should try to instrument its policies, given the spread of markets and networks within the public sector. Such studies seek to balance concerns over efficiency with ones over ethics. To some extent, the leading types of answers reflect the leading theories of governance.
